In the report prepared by HRI of Turkey, the claims that 17-year-old Afghani asylum seeker Lütfullah TACİK, who had been battered to death while under custody in Van Police Department, were assessed during the visit to Van Removal Centre and the meetings with relevant bodies and persons.
In this report, drafted with a view to investigate the allegations of battery and the Removal Centre, where the alleged incident took place, in terms of human rights standards, information and documents obtained from relevant bodies, discussions with NGOs, the reports prepared by national and international institutions and relevant legislation were taken into consideration.
In the report on “Lütfullah Tacik’s Death” and “Van Removal Centre”, recommendations were made on the death incident and conditions of the Center from the human rights perspective having regard to the fact that HRI of Turkey is responsible for safeguarding compliance with universal standards of human rights in any circumstances, whether they are ordinary or extraordinary.
The report eventually aims at contributing to the effective investigation of the alleged violation and prevention of rights violations in similar cases; the complete fulfillment of requirements and principles that need to be observed in places where foreigners are kept under custody and that are laid down in national and international legislation and documents as well as provision of required services.
