This Report was prepared following the visits of Fatma Benli and Levent Korkut, members of the Human Rights Board, to Antalya L Type Closed Prison, Kütahya E Type Closed and Open Prison and Isparta E Type Closed and Open Prison upon the media coverage of the claims put forward by a prisoner from Antalya L Type Closed Prison regarding the sexual assault committed by another prisoner and application of the Human Rights Association based on such claims.
During their visits to the prisons; they had face-to-face interviews with the concerned prisoners and those prisoners who were considered to know the subject-matter. Furthermore, information was also obtained from the representatives of the Ministry of Justice and prison managers and investigations were carried out in the relevant sections of the prisons.
The purpose of the report was to investigate the claims and also reveal the problems associated with the legislation, penal system, administrative structure and supervision that lead to the claimed cases. Within this framework; the penal legislation regarding the enforcement of the sentences of young offenders, ward representatives system, enforcement prosecutors system, reporting method of prison monitoring boards and health services at prisons were assessed and recommendations were presented for Turkish Human Rights Institution.
This report aims at protecting the rights of prisoners and eliminating violations by informing the public and relevant bodies.
This report titled “Report on Sexual Abuse and Ill-treatment Claims at Antalya L Type Closed Prison” that was prepared following the investigation carried out as per the decision taken in the meeting no 2013/9 of the Human Rights Board was discussed and accepted during the meeting no 2014/34 and dated 25.12.2014 of the Human Rights Board.
